As of August 25, 2023 it appears people in some countries (Russia has been mentioned) are not able to access Weather.com I do not know if this is a permanent issue, but it may be why some people are having trouble with weather skins.
Weather skins stopped working Jan 10 2023, due to a change to the weather site. To fix, change the value of the APIKey variable to 21d8a80b3d6b444998a80b3d6b1449d3 You will find that variable in {WeatherSkinName}\@Resources\Includes\WeatherComJSONVariables.inc file. Open that file, edit the value, save the file, and refresh the skin.
